For radiotelescopic observations in the decameter range the method for separation of the interplanetary and ionospheric scintillations is elaborated. In this method some parameters of the interplanetary and ionospheric plasma can be studied simultaneously that improves the realiability of the space weather investigations. It is found that during radiowaves propagation in presence of anisotropic fluctuations of the magnetic field it is possible to appear the fluctuations of polarization.
