It is proved that the mechanisms of balanced regional development are an essential precondition for introducing new state regional policy and an integral part of comprehensive modernization of Ukraine. The problems and structural imbalances that hinder the implementation of reforms at the regional level and prevent the successful implementation of structural modernization of the economic systems in the Eastern Ukraine have been identified. The features of sustainable development of coastal regions have been studied. Instruments to stimulate social and economic development of peripheral areas of the western regions of Ukraine have been identified.
