Purpose - to improve the mechanism for selection of investment programs (projects) and to provide for concentration of resources of the State Fund for Regional Development on solving important problems of regional and local development. Research Methods - method of additive factor analysis was used in the study. The result - Scientific-methodical guidelines for improving the mechanism for preparation, assessment and selection of investment programs (projects) that can be realized with the resources from the state Regional Development Fund, and determination of the criteria for allocation of these funds. The study contains: generalized international experience in the field of regulation of regional development and public finance investment projects; based on analysis of the strengths and weaknesses of Ukraine's existing system of the state financing of investment projects proposed changes to the mechanism for the allocation of funds between regions and suggestions for improvement of the order of assessment and selection of investment programs (projects) that can be realized with the resources from the State fund for Regional development. The results can be used in preparation of regulations and policy documents of the Ministry of Economic Development and Trade of Ukraine.
