Results: The conceptual foundations of the first innovative model of organizational and management system of natural resources in Ukraine in the context of the modernization of the administrative- territorial system based on implementation relations appropriation of objects of natural capital as a function of environmental management , separation and inter- state, regional and local functions of the organization and management of natural resources formation of preconditions for implementation of cleaner production and environmental certification at the regional level, the methodological principles of the law on the provision of administrative services in the sphere of nature and the law on environmental infrastructure facilities as areas of legal provision of innovative models of modernization of environmental management , by scientific generalization of complex system of state management in the sphere of nature and the environment on the basis of environmental law, the institutional framework governing environmental management, development and distribution of financial flows budgets of all levels of environmental assets and resources of business organizations in the context of joining the EU integration process .
