Purpose of the study - the processes and mechanisms of project management and program performance and innovative development of knowledge-based enterprises.Objective: to improve the competitiveness of high technology enterprises through the development and implementation of their operation and innovation development by forming concepts, methodological foundations , models, methods and information technology project management in an unstable economic and political environment and limited resources. These scientific results: the mathematical model of multi-level program management and project operation and development of innovative knowledge-intensive enterprises , methods and algorithms appropriate for solving problems of multilevel governance programs and projects; theoretical and practical bases of using cognitive modeling in the management of innovation development of knowledge-based enterprises; models and procedure definition: value characteristics innovative application development, content innovation development programs; the approaches, models and methods of assessment of project intensive industries in the face of uncertainty; the model estimation and forecasting metrics: program and project time , project -based cognitive model represented by bipartite graphs; mathematical model: prediction of the project , based on the formulation of the problem of scheduling theory , resource allocation portfolio -based management models with and without manipulation; the mechanism of optimal resource allocation portfolio; a game -theoretic modeling organizational structures of knowledge-based enterprises; developed models: the organizational structure of knowledge-based enterprise in a mixed- finance, information provision process resource management project as a problem of optimal allocation of resources; the mathematical model of projects Industrial Classification intensive industries.
