This research has theoretical and methodological significance and can be extended in the form of a series of research projects. The result of the study is a detailed analysis of the relationship within "person -society - government" in Central and Eastern Europe. The research results can be applied in field of science, higher education and public policy. The real state of relations in the triad of "personality - society - state" is an important indicator of the state and society, as well as the nature of the political regime and the level of democracy. Due to the potential interaction within the mentioned triad the better consideration of the needs of citizens, alternatives and possible consequences of making is achieved. The involvement of the civil sector to the adoption of public legal solutions provides the better perception by the society. Instead, the rejection of communication with the general public and their exclusion from policy-making may transform the civil sector into the alternative and competitor to the public sector and at least reduces the willingness of the population to implement the relevant decisions of the authorities. In the context of society's conscious support of the government policy, the public initiatives are produced and constructive activity of the private sector is developed. From the other hand, the authority's ignoring of the rights and freedoms and legitimate interests of the citizens can cause the resentment and resistance, degenerating into a civil protest, which can lead to revolution under certain conditions. The dynamic balance and harmony in the society allow the rise of the state and the successful strengthening of international relations. The search of the components, which can strengthen the capacity of the relationship between "person - civil society - state" at this stage, is an urgent task in the case of forming of the optimal form of interaction in this triad. Public protests in the CEE countries in the late XX - at the beginning of the XXI centuries became an effective component of the post-socialist evolution. The widely deployed motion and development of public initiatives and organizations of different directions: trade unions, youth, environment, women and others, enabled the formation of an optimal model of relations "person - society - the state", which contributed to the successful political and economic modernization of the CEE states and societies. So long as the European Community has not created the universal approach towards the formation of the optimal model, it is necessary to analyze in detail and examine the practice of the studied region in order to accommodate the usage of their best practices and interactions in the triad "personality - society - the state" in the Ukrainian realities.
