Objective is to determine the methodological foundations for the introduction of medium-term planning methodology of local budgets in Ukraine based on a synthesis of international experience and in line with European standards. Research methods - analysis and synthesis, induction and deduction, analogy and modeling abstraction and specification, system and structural analysis. Field of application - local finance, intergovernmental transfers. Cost-effectiveness is the ability to harmonize the volume of budgetary resources and the expected results of their use (social effect). The significance of the work and conclusions. Development of guidelines to implement medium-term indicators of local budgets provided a draft national action plan for 2013. Expected proposals for the development of the research object, introducing elements of medium-term indicators of local budgets may be exercised only if the development and adoption of administrative act of the Cabinet of Ministers of Ukraine of relevant guidance (instructions), providing for the procedure, methods, drawing up terms of estimated figures and calculations to them, as well as governments and local authorities which shall be responsible for their preparation.
