The object of research is the public investment in Ukraine. The subject of the research report is a complex of interrelated theoretical, methodological and practical problems related to public investment programme management. The novelty and theoretical significance of the research: the report defines factors that impact the effectiveness of the public investment programmes' implementation in Ukraine; it is conducted the research on the international experience in the field of public investment programme management in medium-term period; the effectiveness criteria for public investment programmes are analysed; the impact of public investment programmes on innovation development is estimates; the report presents recommendations on improvement of the preparation, evaluation and selection of the investment programmes (projects) which are funded by the public regional development fund. The methodological basis of research is a systematic, comparative analysis, fundamental conceptual provisions contained in the research works of domestic and foreign economists on public investment and innovation policy instruments utilization, formation, planning and management of the public investment programmes; the system and structural method was used in research on legislative regulation of the investment programmes' preparation, evaluation and selection. The methodological developments of the Ministry of Finance of Ukraine and the Ministry of Economic Development and Trade on the certain issues of public investment were used in the report. The outcomes of the research report are practically valuable and can be used by the central legislative and executive authorities and researchers with the purpose of developing more effective tools for public investment management in the medium-term period.
