Objective: creation of new funding mechanisms and organization of health services in terms of health system reform. Research Methods: dialectical and empirical methods, methods of analysis and synthesis, methods of classification, comparison and terminological analysis, method of abstraction and economic- mathematical methods were used in the research. Results and novelty: Scientific novelty of the research work is to justify proposals concerning the improvement of health care system in order to optimize expenditures on health care; to justify the methodological principles of the effectiveness of public expenditures on health care evaluation; to expand the analytical capabilities of the impact of public expenditures monitoring in provision of health services, to improve state regulation of drug prices; to appraise the possibility of mandatory health insurance implementation in Ukraine. The practical significance is the ability to use the recommendations tailored to the foreign experience concerning improvement of the organization and financing of social services in health care in the current socio-economic conditions. Application: research outcomes can be used by the Ministry of Finance of Ukraine during the process of the health care expenditures planning.
