The subject of the research are theoretical, methodological and practical dominants of the nature complex formation. The purpose of the investigation consists in developing a conceptual principles, methodological frameworks and practical recommendations on organizational and economic support for the nature complex formation. There are used such modern general and special methods during the investigation: system analysis and synthesis (researching of the nature and conceptual provisions of environmental economics), comparison, logical synthesis and complex- target approach (developing measures for the nature complex formation); statistical and economic analysis (for assessment of resource use and potential of the regions , diagnostic nature, level of socio - ecological and economic development of regional systems) , economic and mathematical modelling (applying metrological approaches regulating the use of natural resource potential and building an integrated model for integrated environmental management). The conceptual positions are developed and the need of improvement the organization and management of the complex in order to strengthen environmental resource components in policies, projects and programs for socio-economic development are theoretically substantiated. Methodical approaches to integrated environmental management are given and practical recommendations concerning building the model of optimization the nature complex formation at the regional level, using of nominees for the metrological measurement of the integrated nature are developed. The development of "Methodology of the assessment of the nature complex formation using effectiveness at the regional level" and "Methodology of state regulation and implementation of the nature complex formation" are presented as practical implementation of the investigation. Key provisions of the investigation have been implemented in the activities of regional economic development authorities during the development of "Strategy of economic and social development of the Odessa area for the period up to 2015", "Strategy of economic and social development of the Odessa area for the period up to 2020", "Strategy of economic and social development of Odessa to 2022", "Strategy of economic and social development of Autonomous Republic of Crimea in 2011-2020". The results of the investigation were discussed with experts of higher education institutions in Odessa, local authorities and have been tested by 13 academic conferences.
