Subject of the research are requirements for the design, composition and functioning of the systems for the emergencies' prevention, informing and alerting. The purpose of the work is establishing requirements to the systems of early detection and alerting about emergencies in buildings and structures, as well as the system of centralized anthropogenic observation on the system for early detection and alerting about emergencies; and development the regulations on their design and mounting. Research method is analytical. Based on the analysis of the legal framework in the sphere of civil defense and the of regulations for the design, construction and exploiting buildings and structures, on the basis of the Code of Civil Defense of Ukraine the requirements to the systems for the emergences' prevention, informing and alerting were developed. Conditions and requirements for components of the early detection and alerting about emergencies Scientifically substantiated, as well as the developing the regulations on their design and mounting with the aim to ensure acceptable level of emergency risk on potentially dangerous objects, an effective protection of population and territories, reducing losses and damage to the economy from the negative consequences from emergencies by the equipment of buildings and structures using systems of early detection and warning of a threat, managing evacuation of people and emergency response at an early stage.
