It is established, including through the case study of situation in some regions of Ukraine, that there are objective (civic passivity of the people, lack of intellectual and material resources of NGOs, national consolidation and social solidarity insufficiency) and subjective reasons (rigid vertical of power that displays a presidential-parliamentary form of governing, growing distance between political parties and people needs and interests, declarative character of authorities' attitudes to interaction with civic councils and low efficiency of the latter, manipulative attempts of the government to create loyal quasi-NGOs) of the low involvement of the "third sector" to preparing, making and providing decisions of public importance.
