An aim of work is consideration of theoretical positions and development of directions of improvement of local finances, forming and use of local budgets as a factor of adjusting of socio-economic development of regions. A research method is the dialectical going near the study of the public phenomena and processes, scientific and fundamental positions and principles of modern economic theory. Approach of the systems, that takes into account dynamic functional dependence between the state of unit both development and balanced of his constituents, and totality of methods that provide his realization, is used, in particular, logical generalization, analysis, comparison. In magazines and on the pages of economic editions the problems of reformation of interbudgetary relations are examined on the whole, and the problems of the use of budget as a lever of influence on economically-social processes on places almost are not illuminated.
