The object of research is a population of Ukraine, Ternopil area, system of organization of Medicare. Purpose of work - to learn the state of health of population at the terms of the different going near the grant of medicare on primary, second, tertiary levels and develop organizational measures on optimization of the system of health protection, to give description of organizational model of family doctor, private proprietor, to develop normative requirements in stationary medicare in a calculation on 10 thousands of population. Research methods are: statistical, sociological, economic, system analysis, mathematical design. Results of three-year activity of five experimental educational and practical centers of primary medical and sanitary help are organized by I.Ya. Horbachevsky Ternopil state medical university. Facilities which are used are: statistical registration documents, expert estimations, computers, computer programs. Novelty of research- the expert estimation of volume of medicare which gives to the population of Ukraine and Ternopil area on primary and secondary levels will be conducted firstly. The expected results and possible application domain are creation of new organizational approaches to medicare on primary and secondary levels. Forms of introduction are recommendations in relation to creation at the level of districts of centers of primary medicare help and their structural subdivisions with the unique consolidated budget, project of Decision of Cabinet of Ministers of Ukraine in relation to normative requirements in stationary medicare in a calculation on 10 thousands of population.
