The purpose of the work: to carry out the analysis of dynamic changes of the settlement structure in Donbas with allocation of its city and rural components as the factors of influence on the power of Ukrainian-language processes; studying of objective processes of formation of the language of international communication, denial of illusiveness of the concept "Soviet people" on the example of the solution of national problems in Donbas. The scientific novelty and meaningfulness of the research results is the following: the problem of the settlement structure of Donetsk and Lugansk areas and its influence on Ukrainian-language power in the region is considered, the proliferation of Russians in national structure of Donbas throughout the long historical period is studied, some stereotypes are rethought. By systematization of the present information and addition of new indicators and by means of their calculation the recearchers show dynamics which will allow to decide on effective ways of formation of educational and language policy in this important region of the country.
