Conventional crustal blocks of the earth's crust with different kinematic characteristics were defined and relationship between their boundaries and deep tectonic structures was investigated. It was found that weak by magnitude earthquakes form elastically deformed state of territory in Europe and are displayed in vertical movements of the crust, the local value of earthquake epicenters coincide with extremes dilatation of the earth's crust.
