The research object is a value component of the modernization processes. The objective is to develop theoretical foundations for the study of values transformations and to determine the impact of value change on modernization processes. Research methods: logical-historical, systematic-structural , forecasting , sociological surveys of the adult population, graphical , systematic, comparative , theoretical-logical analysis , economic-mathematical modeling etc. Main scientific results. Principles and determinants of modernization processes based on values and norms were found at the micro- and macro- levels; Ukrainian value consciousness was compared with global trends in value systems given different countries; it is shown that basic values related to the needs of modernization (postmaterializm , self-direction and stimulation) are poorly distributed in Ukrainian society, it was revealed that in Ukraine, postmaterializm is a factor of active position in the political field , although it does not have any significant effect on civic and social participation; conditions of successful adaptation of developed societies values were outlined. Scientific novelty: value- mediators were proposed as instruments that can help to transform common post-Soviet values into values attributed to successful modernization projects; it was proved that in Ukraine, there is no alternative to modernization project based on innovation, which should be implemented within the interaction among society, government and economy; low potential of social capital with regard to modernization in Ukraine was demonstrated , which is understood as a weakness of social capital's civil effect. Practical results are proposals developed for the implementing of management decisions in the development of civic identity, legal, cultural , moral and ethical standards, improvement of interaction between civil society and government as a prerequisite for effective socio-economic development through modernization. The results were approbated at the state level, in the international scientific and practical conferences.
