Purpose: determination of the sources and their content for preparation of the draft Regulations. The main research objectives: a) to find sources for preparation of the Regulations, b) to determine the composition of these sources, c) to briefly describe content of the sources that can be used to prepare the Regulations. Methods of the research: comparative analysis, typological method. Theoretical and practical results: was prepared the overview of sources. Novelty of the research: for the first time in Ukraine was studied the question of sources analysis for the development of the Regulations. Scope of implementation: processes for preparation of the Regulations, defining the content of the norms for the Regulations. Efficiency of implementation: use in practice of preparing regulations.
