The goal of study was the increasing of measuring and informational capabilities of the technologies for getting wide variety of different information about the World Ocean and near-surface atmosphere to be applied for decision of different scientific and applied problems. The methods of study were the estimation of accessible hardware and software recourse to get the decisions of the formulated goals; laboratory modeling; mathematical analysis; development, creation and testing of the experimental samples; analysis of the results. It was reached the 4-year duration of reliable air pressure measurements, when accuracy of samples did not exceed ±1,0 hPa under any wind-wave environmental conditions, that was 3 times higher of the IOC and WMO requirements about 450 days at least of a buoy in operation. Automatic SVP-B barometric buoy was developed, which can be deployed by means of drop to water from a ship's board with 15 m height and when the ship has 23 knots velocity. Temporary resolution of measurements was increased by means of Iridium telemetry use, when delay of data in the way was 5 times smaller in contrast with Argos-2(3) satellite telemetry. Spatial resolution for barometric and thermo-profiling drifters was increased by means of new method to control GPS receiver in operation. The method allows getting 90% locations at least, when buoy loses radio link with satellites because of intensive submergence of the buoy. Marine and ice prototypes of thermo-profiling drifters with increased resolution of samples were developed. It was carried out the evaluation of drifter's submergence sensor to estimate the parameters of surface waves. The set of microdrifters was developed to study sea currents in shallow waters; ice-flows movements as well as life of marine animals. The methods and buoys were tested in the Black Sea and different areas of World ocean. Main results of the investigation have the scientific level, which do not have world analogues. The results are used in Marine Hydrophysical institute NAS of Ukraine and other institutes in Ukraine. As well the results are used by international and foreign national scientific and applied programs, that are confirmed with testimonials and certificates about applications.
