Based on investigations are constructed object-oriented models describing data exchange processes in the allocation of capacity considering concepts that are defined in the project rules of bilateral contracts market and the balancing market of Ukraine. A mathematical model, which allows to organize an auction for buying and selling capacity considering the function of the transit cost are developed. It determines the minimum level of prices depending on the volume of capacity of interstate electrical link that sold at auction. The methods of calculating of the results of capacity auction of interstate sections of Ukraine with the European countries are developed. It based on two-level calculation of the auction results considering bilateral transit of electricity and different types of price bids.
