The subject of the research are theoretical and methodological principles, regulatory bases and organizational principles of the formation, development and functioning of the Secretariat of Internal Affairs of the Soviet Ukrainian People's Republic and the People's Commissariat of Internal Affairs of the Ukrainian SSR. The objective of the second stage of the research is that on the basis of a comprehensive and objective analysis of various sources and archival materials is fully explored the history of the stages of formation and functioning of the Secretariat of Internal Affairs of the Soviet Ukrainian People's Republic and the NKVD USSR, biographical essays about their heads are given, the organizational and legal matters are highlighted, the specific characteristics of each period of formation of Ukrainian statehood are isolated, both the internal aspects of the enforcement agency and various aspects of social, political, economic and spiritual life of Ukraine during the 1917-1991 biennium are reflected as well. Methods are chosen in view of the outlined purpose and objectives regarding its object and subject. Within the research were used the achievements of the universal legal theory, ideas and concepts elaborated and proposed within a variety of disciplines and law enforcement. The methodological basis of the second stage of research is a set of methods and techniques of scientific knowledge, based on a systematic approach that makes it possible to explore the history and the stages of the formation, as well as the peculiarities of the People's Secretariat of Internal Affairs of the Soviet Ukrainian People's Republic and the NKVD USSR. Methodological principles are based on the principles of historicism, objectivity, comprehensiveness and totality of general and special scientific methods that are inherent to general historical, historiographical ones, the study of sources, archeological, as well as the special methods of historical and archival scientific study. General scientific methods (historical, logical, abstraction, system-structural) allowed to examine comprehensively the object and purpose of the study, to carry out scientific reconstruction process and the formation of the People's Secretariat of Internal Affairs of the Soviet Ukrainian People's Republic and the People's Commissariat of Internal Affairs of the Ukrainian SSR. The systematic approach to the development of social processes and social structures, special and scientific methods enabled the establishment and functioning of trends and their police departments.
