Generation of the Bernstein modes due to rise and development of corresponding instability is the main reason of these burst's appearance. For the first time the possibility has been proved of the generation of the longitudinal plasma waves the background of small-scale Bernstein turbulence in preflare solar chromosphere. For the first time it has been proved that energy spectral transportation induced by three-wave interaction of kinetic ion-acoustic waves in solar wind and Earth's magnetosphere is nonlocal. The formula has been derived, which allows to estimate the average velocity of dissipation of kinetic energy of turbulence per unit mass of atmosphere gas, when characteristics of sporadic layer in the lower ionosphere and wind's shift (which forms this layer) are known. Investigation of instability of the oblique alfven waves in solar wind before the main shock wave of the Earth has shown that a number areas of the parameter's of main perturbation exist, where ordinary "fire-horse" instability is absent as well as compensated current instability exists. For the first time it has been proved that growth rate of such instability can be very high.
