The segmental system of informatization was proposed. There was determined that the most effective informatization of health care should be under the preserving of the system duality (availability of the stationary part and mobile i.e. medical electronic passport (MEP) of the citizen); creation and implementation of medical standards (professional language, archetypes, patterns, classification etc.) and informational standards.
