It was found the optimal ratio of starting components for improving the efficiency of excitation energy transfer. The spectra are founded to be caused by electronic transitions in MO67 - groups and schemes of electronic states and transitions in octahedral and distorted groups are proposed. The properties of nanopowders, including complex Yb-Ln-Ag- centers obtained by the sol- gel synthesis were studied on SiO2 - Yb3 +: Eu3 +: Ag samples. Evidences of excitation energy transfer from Yb3 + ions to Eu3 + ions through chains such as Yb - Ag - Eu were found.
