The aim of research - to make theoretical substantiation and practical implementation in a stable management of forest resource potential and other forests advantages, system of normative supply, that will enable broad realization of economic, ecological and social functions of forests at regional and national levels. Methods of research - in order to receive objective results, all phenomena and processes were studied in interrelation and development with the help of dialectical method of scientific cognition. Classification of studied in the work notions was done on the base of theoretical generalization method. System approach, methods of probability, multiplicity theories were used in investigation of economic systems from the position of cybernetics and synergy. Methods of infinite logic, linguistic variables and method of expert estimations were used to determine the peculiarities of forest-taxation information. The base of theoretical investigations of this work is a system approach to modeling the growth processes with the use of computer technologies and the appropriate program software.
