It is proved that the Ukrainian elite played a minor role in land management. If some members of the Ukrainian elite held high positions in the administration hierarchy they worked as representatives of the Austro-Hungarian establishment. This feature was characteristic for all countries of Central Europe, who didn't have their statehood and fought for their national rights in the nineteenth century. It was recognized that formation of the Ukrainian national elite in Bukovyna coincided with conformity to natural laws of other Ukrainian lands. But there were also significant regional peculiarities. In particular, the Ukrainian elite in Bukovyna had more opportunities to its political will and carrying out educational activities through NGOs. Significantly higher was the Ukrainian elite influence on general public. In the early twentieth century the regional Ukrainian elite were well structured in political beliefs and professional interests, the elite also observed high national consciousness. A database of the Ukrainian elite of Bukovyna has been created, which, inter alia, contains biographies of over 100 prominent representatives of the Ukrainian land of the mentioned period as well as photographs to them. The database includes biographies of outstanding politicians, writers, journalists, government officials, priests, teachers, scientists, representatives of national, cultural and other associations, political parties, et al.
