Object of research are social and legal relations arising in the process of defining and implementing criminal liability in respect of persons who have committed crimes in its various forms and guises. The main objective of the study - the development of important criminal law issues as the definition of criminal responsibility, forms of its realization , the ratio of criminal responsibility and punishment, characteristics of various forms of criminal responsibility both related and unrelated to the actual execution of punishment. Contributed to achieving this goal the following tasks: - Development of conceptual frameworks and theories in the field of legislation defining and implementing expedient scope of criminal liability; - Formulation of fundamental provisions priorities criminal, penal policy and legislation in the implementation of criminal responsibility; - Study of the problems ratio prosecution and punishment of the content , the spirit and scope of state coercion; - Development of the main problems of classification, content and scope of the various measures under criminal law; - Determining nature of the content and spirit of the forms of criminal responsibility; - The study of social and legal characteristics of the various forms of punishment. The purpose and objectives of the study were implemented through the combined use of common law and special investigation techniques , selected on the basis of object and subject of study. In particular : general scientific dialectical method, which provided a comprehensive approach in the characterization of the major categories and concepts institute criminal liability, special scientific methods - systematic and structural , logical- semantic, historical, legal, comparative - legal, legalistic. Scientific novelty lies in the fact that this study contains the results of the study, generalization and determine the main directions of reform in the implementation of quite complex criminal law institute criminal liability in respect of which on most issues so far there is no generally accepted provisions in respect of which still far there is no clear legal definitions. The necessity to apply to the institution of criminal responsibility integrated approach, which should be based on recognition of the institution as a philosophical and legal category , which has a certain socio - legal attributes and essence. Is proposed that a certain amount of criminal liability of state coercion, which applies to convicted and is in real deprivation and restriction of their rights and interests. A theoretical rationale for determining the limits of criminal liability of criteria of differentiation measures under criminal law, forms of criminal responsibility and punishment , as the strictest form of criminal liability. To adhere to the position that the boundaries of criminal responsibility - are certain criminal - legal provisions specifying certain criteria guilty legal obligation to implement certain specific forms of individual responsibility, which is to limit the personal, financial and otherwise. The necessity of improving the legislation in theory and system of measures under criminal law, branches directly to activities that are forms of criminal liability as applicable to the decision of the court to the person found guilty of an offense. The necessity of a clear legislative definition of the relation between criminal liability and punishment provision in the current Criminal Code of the concept of criminal responsibility, forms of criminal responsibility. Results of the study ( guidelines ) introduced into practice MIA. In the process of research reserved 6 PhD theses, published 6 monographs, 12 textbooks and manuals.
