The work purpose is development of theoretical, methodological and practical advice on enterprise managing in terms of inhibitory environment. The research subject is the principles, methods and practical aspects of business management with using information technologies. The methodological basis of this study is the totality of scientific knowledge methods, general scientific principles, methods and techniques. System structural analysis, process and situational approaches, functional-oriented approach, methods for dynamic and evolutionary simulation and optimization method, graphical methods, methods of expert assessments, system analysis and modeling have been used. Scientific works of Ukrainian and foreign scientists in the business management field and information support of its activities sphere have been become as theoretical basis. In a research paper analyzes the phenomenon of aggression modern information environment and its signs are analyzed and identified the main causes of them. The essence of strategic management in terms of information management organization is identified; factors of external and internal information environment are formulated to improve the effectiveness of the strategic analysis, they have been investigated for the organization's strategy formation in modern conditions. A scheme of the company strategy formation in an aggressive information environment have been created and the main steps in the process to develop a strategy and an algorithm to develop a set of information flows as part of a strategy of organization management information in an aggressive environment are determined. The network structure and technologies in the enterprise management system are considered. The technology of enterprise business model in terms of the inhibitory environment is modified. The technique of IT project developing and portfolio management IT projects model in the strategic management of the company marketing activities are created.
