It is proved that a size of this zone determines the length of the initial macrocrack. For the first time found that the physical nature of operability reduce of the aviation aluminum alloy and heat-resistant steels of the thermal power pipelines after long-term operation is substantially change of fine structure of these materials: increasing dislocation density, especially at the grain boundaries and precipitates of secondary phases and the accumulation of residual stresses of kind II. This leads to decreasing of ductility characteristics (relative elongation) and fatigue crsck growth resistance of materials after long-term service. For materials after long operation new relationships between parameters of the structure, mechanical and physical (specific electrical conductivity for nonferromagnetics and coercive force for ferromagnetics) characteristics are established, which are different from those established for such materials in the state of delivery. Device VEPR-31 is developed to assess operational degradation of aluminum alloys, which allows measurements over the dielectric layer or paint coating of 0.5 mm thickness. This device is successfully tested by the SE "ANTONOV" for evaluating aircraft wing skin operational degradation.
