Basing on the analysis of existing methods for assessing the socio-economic development of regions used in Ukraine and in the world there was identified disadvantages of scorecards used for assessing the socio-economic development of regions. The database of key indicators to assess the socio-economic development was forming as an information base for the study, which includes data for all regions Ukraine to all areas: economic, investment and innovation, socio- demographic state, housing and utilities and budgeting for the period from 2008 till 1st half of 2013. The analysis of the spatial distribution of regions by chosen indicators in 2010-2012 for each of the areas of assessment. The dynamics of the key indicators of socio-economic development on the Kharkiv region was studied in detail. The classification of indicators for assessing the socio-economic development of regions was developed according to the criteria of time and scale and there were identified characteristics of the groups of indicators used to compare the levels of development of regions. The criteria of classification of regions on the stability of their status on both individual indicators and the components were proposed and there were defined the classes of absolutely stable, semistable and unstable regions and outsider regions. Based on the analysis the general principles of diagnosis there was developed a methodological approach to express- and fundamental diagnostic of the problems of regions socio-economic development. The results of scientific research were used in the practical activities of the Department of Economics and International Relations of the Kharkiv Regional State Administration. The forward proposals for promising areas of research are to develop a system of continuous monitoring of the socio-economic development of the regions on the basis of using express - and fundamental diagnosis and forecasting the key current and leading indicators of regional development.
