It is proposed the mathematical model of tax behavior of economic entities with economic and psychological factors of taxpayers motivation, as well as the dynamic nature of their behavior that can improve the accuracy of forecasting revenue from taxes and fees in the budget and thus - to increase the effectiveness of planning expenditure of regional bodies government; it forms the basis for improvement and efficiency of tax system.
