Exposed the theoretical and methodological principles of regulation of self-employed persons; defined the factors that determine the need for state regulation of professional services sector; analyzed the international experience of reforming this sector (EU Member States, Canada); defined the features of regulation of professional services sector in Moldova (comparative analysis of EU member states). Analyzed the features of the activities of lawyers and notaries in Ukraine, regarding the availability of barriers to access such markets, other market restrictions. Found the next offenses by self-employed persons against the rules of competition law in Italy, Poland, the Netherlands, Romania аnd Switzerland during 2011 - 2013 years: anti-competitive practices; the conclusion of agreements that were restrictive to competition; the creation of barriers to market entry; the addition of discriminatory rules in codes of professional ethics etc. The results of the research are proposals for methodological approaches to analysis the professional services markets in Ukraine.
