To ensure the higher management level the sample of higher education institutions was divided into types and classified using clustering by such indicators as sectoral direction, temperature zone and other factors which are the reasons of essential distinct ions between the specific energy consumption values of the higher education institutions. This made it possible to carry out further analysis of energy consumption indicators and to define energy efficiency of the institutions. To ensure the second management level the software-methodological complex structure of data collection and storage, analysis of energy consumption and energy saving information, report making was developed. The recommendations concerning development of energy manage-ment system were developed and energy audit of educational buildings of NTUU "KPI" was held. The development of the third level is supported by developing the models and carrying out investigations of: temperature condition and energy balances in the rooms with different thermal protection in consideration of internal and external influences, thermal resistance of building envelope with complex elements of construction, building outdoor airflow processes, air exchange in the rooms with different types of ventilation, heat-mass exchange processes, energy recovery in ventilation systems, taking into account weather conditions for energy saving measures efficiency assessment and base level of energy consumption of the buildings. Simplified building model for the indirect CO2 emissions calculation, which takes into account the life cycle from the stage of construction of buildings to stage of dismantling was developed. The results is recommended for using preferably within development of management system for energy consumption and energy saving processes within educational branch.
