We used a complex of general scientific and specialized scientific methods of knowledge as well as interdisciplinary approach, the relevant combination of which is caused by the purpose and objectives of the study. In particular, the usage of dialectical and historical method is made for characterizing of the legal regulation dynamics of the information society and information resources; comparative legal method was used to compare international experience with domestic legal realities; systematic method allowed us to determine the structure of institutional mechanism of the state policy in electronic information resources and relationships between elements of the mechanism; formally juridical method was used for analyzing of social relations, their objects and subjects through legal categories. The result of investigation caused detailing and extending knowledge related to: improvement and dissemination of the system of documentary resources of e-government in the government of Ukraine; simplification of citizens' access to important political decisions; increase the accuracy, information completeness and efficiency that is used and stored in government; transparent implementation of decisions and instructions of the Government to bodies of executive power and a high level of control over their implementation; reduction in overhead costs in public institutions; increasing public confidence in the government; providing interaction between citizens and public authorities; implementation of feedback aimed at providing individual information needs of the population in obtaining the necessary information, implementation of e-democracy and provision of public services. Development of a database on e-government, which consists of bibliographic descriptions of scientific production on this issue, full-text documents of state authority for the implementation of e-government in the world, the regulatory framework for e-governance. For the purpose of popularization and actualization of research on the problems of documentary resources of e-government began preparing of information-analytical bulletin series "Initiatives of the President of Ukraine Petro Poroshenko (e-government)," with covering of operational information for monitoring the implementation of e-government in Ukraine, international experience, modern bibliography as well as the release of a guide to electronic resources on the development of e-government in Ukraine and the development of proposals to improve the existing practice of presenting documentary resources in e-government in Ukraine, the dissemination among the executive authorities (the National Security Council, Office of the President of Ukraine) and the network of public libraries of Ukraine (954 institutions) through a network of public access to official information Publication cycle of scientific articles on the problem of the formation and further implementation of documentary e-government in the modern practice of electronic communications (21 scientific articles and reports) and testing of scientific results at international conferences and round tables (11 events).
