Towards the direction "Institutional factors of the market environment development": First is proposed: - methodological approach to the analysis of systematic institutional factors, that impact on the small business for its potential components: available resources, existing capabilities and conditions of doing business and personal skills; Is improved: - a methodical approach to reducing poverty is, within the concept of sustainable development, which is distinct in development and implementation of institutional mechanisms for improving using the potential of small business in Ukraine - methodical approach to evaluating the small businesses potential in the Ukrainian Black Sea regions, based on a system of indicators to assess the status and level of usage, based on priorities which substantiated using the potential of small businesses in economy of the regions, as well as the optimization criteria and arrangements for its use; - improved existing institutional mechanism for realization of the SMEs potential, which is distinguished by the new institution (Bank SME) and new functional relationships between government institutions and SMEs entities, and allows to coordinate their interests. Further developed: - conceptual basis for the elaboration of innovative development strategy of the regions of Ukraine, where the main obstacles identified, the strategic goals of innovative economic changes, and implementation mechanisms; - categorical apparatus of institutional theory, which is supplemented by the concept of the "institutional mechanism of efficiency enhancement of small business potential " that understood as a system of rules, methods, tools and ways of interaction between different institutions, organizations and entities and directly institutions, organizations and entities in one way or another involved in the process of small businesses (from idea to product sales) affecting their efficiency; - the classification of international practices to stimulate the development of small and medium-sized businesses for signs of factors favorable business environment, based on which the directions of their adaptation and implementation of the national economy to ensure its continued development through poverty alleviation; - methodological approaches to the development strategy of public services within the implementation of sustainable development policies of the country, in order to counter existing negative trends by stimulating the development of small business in the field of public services; - methodical approach to the calculation of the Human Development Index for a individual city, which differs from the existing by entering of index introduction of "social capital."
