The work reveals the theoretical and metholodogy fundamentals of financial management as a factor of stabilization of socio-economic development of Ukraine and its regions; the main directions of formation of financial resources both at macro - and meso-levels; it reflects the specificity of the implementation of social policy in the sphere of financial management, foreign experience of formation and use of financial resources as an important factor of socio-economic development of regions of Ukraine. The results of research work are reflected in the teaching materials developed for students, textbooks, scientific articles and abstracts faculty of the Department. In addition, proposals for ways of formation of regional and local budgets and increase the investment attractiveness of the region were used in the development of the strategy for socio-economic development of Kyiv region.
