The purpose of work consists in the theoretical ground of calculation method for determination of descriptions of of maximal flow of spring flood on the flat rivers, as a possible variant new normative a document, in place of anointed SNIP 2.01.14-83 by his founders yet in 2003. Research methods are a theoretical analysis, mathematical design. Results and their novelty are got - a fundamental task which consists in development of general mathematical model of "slope influx - river-bed flow" is decided, which can be utilized for setting of norms of calculation descriptions of catastrophic spring flood on the flat rivers of Ukraine; scientifically methodical approaches are offered in relation to the account of changes of climate at the calculations of maximal flow of the rivers; grounded scientifically methodical recommendations in relation to statistical treatment; collection and statistical treatment of initial hydrometeorological information is executed on the maximal flow of spring flood on the flat rivers of Ukraine from data of 340 hydrological the station and posts (maximal discharges of water, layers of flow, duration of spring flood ) and 213 the meteorological stations (maximal snow supply and precipitation). Мeaningfulness of work and conclusions - it is first suggested to create the unique for the floods normative base on the calculations of flow of the rivers.
