The research object - the process of municipal waste treatment. The aim - the municipal waste treatment system development that is optimized towards a state of "zero waste" as a component of sustainable development through the creation of environmental cluster in the specialty associated with the problem of waste generation and accumulation; training and methodological support for the preparation of professional personnel development, retraining of workers of housing and communal services infrastructure and raising environmental awareness on solid waste management. Research methods - system analysis, SWOT-analysis, cluster and lateral approach, the streams differentiation, pedagogical experiment, study and generalization of pedagogical experience. There are only the rudiments of municipal waste management and treatment in Ukraine. The analysis of the situation in this area which was made in study shown that the volume of accumulated waste in the country is one of the factors of environmental and economic crysis progressive. Methods of such wastes treatment do not meet the requirements of any situation, neither the requirements of environmental legislation of the EU and other developed countries. The state of municipal waste management and treatment in the Odessa region is not very different from the general condition, but are prerequisites for the collection and reuse of resource-valuable components of the waste stream. Over the past 5 years 73 registered business entity in the region engaged in the collection and harvesting of certain types of waste as secondary raw materials. Attempts to change the situation by traditional methods and ways do not work out, it shoild be used the so-called "lateral" approach. The ability to abandon the stereotypes, look at the problem from the other side, do not take the obvious solution - is a quality that is completely devoid of logic and which fully meets the lateral thinking. A conceptual and theoretical bases for the formation of an optimized system of municipal solid waste treatment is developed: the substantiation of the feasibility of using a lateral approach to the optimization of the municipal solid waste treatment is made, the objective function of the concept to minimize the impact of waste on the urban environment is defined; the effectiveness of the differentiation principle of components of the total municipal waste stream to produce useful products and achieving a "zero waste" state is provided. The training and methodological support for the preparation of professional personnel, retraining workers of housing and communal services infrastructure and raising environmental awareness on solid waste management is developed, layout guidelines on global experience to implement the technology of secondary raw materials extraction from municipal solid waste MSW. The results of research can be used to create the system of municipal solid waste management and treatment in the country, with obtaining of useful products and achievement of a "zero waste" state. Methodological support can be used relevant bodies and organizations and has been already used in the Odessa State Environmental University.
