These fluctuations and bifurcations are formed by different types of markets (goods, capital, and labor) in the conditions of resource scarcity. In order to restructure the system to another level of stability it is fluctuations that play the role of multiple variability development. The development of the national economy in conditions of climate change requires the use of two types of feedback: positive feedback and negative feedback. The first group of mechanisms is aimed at minimizing the negative impact of the environment and enhances security of economic system. In climate change conditions it could be building irrigation systems, systems of floods protections etc. The second group of mechanisms is aimed at changing (restructuring) of the economic system towards changes of environment. In climate change conditions it is the use of new crop varieties, increase in the share of recreation and green tourism in Ukraine.
