Subject of research - information technologies and software for monitoring the educational institutions of Ukraine. Purpose - development and implementation the new components and subsystems AIS "Rating", that will provide further development of monitoring activities of educational institutions of Ukraine. Methods and apparatus - design and programming technologies and personal computers. The task of monitoring presented as the problem of classification of objects (schools) for their quantitative and qualitative characteristics. The problem is reduced to finding targeted, depending on assumptions that its value known to some finite training sample. The role of the expert is reduced to the formation of such samples by general evaluation of schools without an analysis of factors and relationships between them, which makes it possible to increase the overall objective of the final result. The new components are developed of the "Public Opinion", "Regional Component", "Report Generator", "Formation of Printed Reports", "Newsletters of Current Information," "Early Notification", "The Award Educational institution" and the technology they use. Monitoring research is based on a new technique proposed by the Ukrainian State Inspection of Education and by grant developers. The developed set of algorithms implements methods of monitoring database management system, knowledge interface "client-server-client" as well as the access and security system of the AIS "Rating". The peculiarity of the AIS "Rating" is its architecture, focused on a "thin client" and interface-oriented operator with ordinary user skills. The proposed architecture allows putting routine and complex functions of the operator on the automated system. The tools of open sources have been used for the AIS "Rating" software implementation. This qualitatively reduced total work costs on the system development. Information sources review on the monitoring problem gives ground to conclude that the development is a new statement of the problem to be solved and has no analogues. Recommendations for work usage: AIS "Rating" is recommended for monitoring the Ukrainian GEI activities, making decisions in the field of secondary education. The significance of the work and conclusions: as a result of grant research of the AIS "Rating" has been developed. It can be a part of management GEI built on modern information and communication technologies. The system creates the conditions for the continuous and longtime education supervision, analysis and evaluation of their work. Testing of the AIS "Rating" showed the following positive properties: operational efficiency, fairness, mobility and flexibility, openness and accessibility, validity, dynamics, resource-saving, usability. Operating of AIS "Rating" on the Internet provides public access to the educational information resources at all levels and helps to organize the discussion of the educational activities results and it will facilitate the formation of state and public education management. A new version is developed of the first in Ukraine and progressive by characteristics AIS monitoring of educational institutions of Ukraine; made integration of AIS "Rating" from the Universal State Electronic Database Education of Ukraine.The project is a part of creation process of the National automated information system for monitoring the schools activities in Ukraine.
