Results and novelty: - The current state of social services in Ukraine, studied the problem of legal regulation of the provision of social services investigated organizational management and financial aspects of the organization of the provision of social services;- The experience of social order in developed countries and post-socialist countries;- Analyzed the benefits and risks of social order given the experience of countries and international projects to promote the reform of social services in Ukraine, are proposals to improve the mechanism of state support of public organizations in Ukraine that provide social services. The scientific novelty of the study is to assess the feasibility of the state social order in Ukraine, analysis and generalization of foreign experience on the application of state social order in the social service system. The degree of implementation - analytical notes and proposals submitted to the Ministry of Finance of Ukraine for use in practical work. Recommendations on the use of performance: the work can be used in the practice of the Ministry of Finance, the Ministry of Social Policy of Ukraine, the Cabinet of Ministers of Ukraine. Scope: fiscal policy, social policy. Economic efficiency: the implementation of the practice of granting proposals will increase the efficiency of social policy in Ukraine in the medium term.
