Scientific originality and theoretical significance of the research: studied the current state and prospects of public investment in Ukraine; studied the effectiveness of public investment in Ukraine; specified priority directions of state investments in Ukraine. The study shows the distribution of public capital expenditures in the context of ensuring inclusive growth; setting Criteria for allocation of public capital expenditure in the EU; identified recommendations for improving the regulatory framework defining the criteria of distribution of public capital expenditure. The methodological base of research is a systematic, comparative analysis, fundamental conceptual provisions contained in the works of local and foreign economists on the application of leverage public investment policy, formation of selection Criteria for public investment in line with international standards; system-structural method used in the study of the legal regulation of the distribution of public capital spending. The authors used methodological developments, regulations, statistical reports of the Ministry of Finance of Ukraine, Ministry of Economic Development and Trade of Ukraine, State Treasury of Ukraine, the State Statistics Service of Ukraine, Eurostat on specific issues of public investment. The practical significance of the research is in its possibility of using by central legislative and executive authorities, researchers and scientists to develop effective tools to determine the criteria for the selection and evaluation of public investment.
