Results: the necessity and possibility of combining methodological principles of environmental marketing and impresario management model for the organization of environmental management at the national, regional and local levels; Improvements governance to stimulate implementation of environmental policies and ekoinnovation to mitigate market imbalances; recommendations for improving the state power of supervision and control in the use of natural resources and environmental protection; the necessity of separation of functions specially authorized on nature of the central and regional levels to establish and issue of quotas and limits on the use of natural resources and redistribution functions of permits between center and regions.
