The goal of the work is to develop models and intelligent information technology adaptive design and maintenance of complex substation to improve the efficiency and quality of these processes. Our method is based on the methods of semantic processing of weakly structured text data, models of knowledge representation using the apparatus of ontologies, as well as metrics for assessing the quality of the functioning of complex substation. Results of the work are developed procedures, algorithms and information technology for building dynamic catalog of requirements for software development methodology Scrum; method of semantic integration of information resources management systems modules of IT services in corporate IT - infrastructure and implement appropriate service-oriented technology for its implementation, it is proposed a cybernetic approach to the design and re-engineering of automated systems software research and realized denormalizovanu data model to improve the efficiency of data processing (ionospheric parameters); component models and the prototype of a mobile system with built-in adaptive control. Novelty works include: consistent and integrated application of knowledge-oriented, intelligent models, methods and information technologies to improve efficiency and quality of the development and operation of complex software systems.
