The goal of stage work is the study and development of assumptions for algorithms of functioning of integrated system of atmosphere remote sensing. It is shown that the basic approach to the problem of measuring the heat flux into the atmosphere over an area of the metropolis is to create a method of measuring the heat capacity of individual turbulent moles, which in this case are the "goals" of the acoustic locator. A list of questions that require scientific and technical solutions to the realization of the signal inter-periods processing of pulse-Doppler weather radar is formulated. The radiophysical and meteorological models for calculations of attenuation of radio waves in a clear atmosphere are determined and tested. The basic provisions of the improved radio method for measuring the wind speed in the lower thermosphere mezopause for broadcast television signals are formulated as well as new effective ways to determine the position of the meteor trail and radiant of meteor particles are proposed.
