Objective: establishing how the social, cultural, political, institutional and other non-economic aspects contributed to the modernization of CEE countries in the context of European integration and what lessons may be applied to Ukraine. Methods: logical-historical, systematic and structural, forecasting, target group surveys, secondary data analysis, cross-national comparisons, graphics, methods of statistical data analysis (cross-tabulation, correlation analysis, factor analysis, regression analysis, structural equation model, statistical verification of hypotheses), document analysis, and others. Main scientific results: Key approaches to analysis of non-economic aspects were systematized; it is argued that the importance of social, cultural, political, institutional and other non-economic factors in the policy of the CEE countries grows together with the development of European integration; reasonable steps of Ukrainian labor market reform which are based on the flexicurity policy were defined; it was established that labor migration of Ukrainians increases general adaptation but it is not the factor associated modernization potential of the country; ways of using social capital in order to minimize negative effects of transformations were validated; the level of civil servants competences was assessed; a set of practical recommendations were suggested concerning formation of social activity and social cohesion, improvement of public policies to reduce social tension and mitigate the effects of the economic crisis. Scientific novelty: It is proved that in Ukrainian society, non-economic components of adaptation to EU standards should precede the implementation of actions in the field of purely economic relations; first of all, it relates to such priorities as ensuring progress in strengthening the stability of institutions guaranteeing democracy, the rule of law, human rights, respect and protection of minorities; the most optimal strategy of social capital development was justified, it includes administrative actions in order to guarantee transparency, accountability and effectiveness of state institutions; a link between political trust and support, and economic satisfaction was confirmed; the feasibility of measures to reform the Ukrainian labor market was determined based on the policy of "flexicurity"; it was determined that labor migration of Ukrainians increases the overall adaptability but it's not a factor that rises the potential of modernization in the country; given seven functions of public administration, it was demonstrated that civil servants have very low level of their development. Practical results are proposals and practical recommendations on the management of social, cultural, political, institutional, and other non-economic factors of modernization in Ukraine, taking into account the experience of CEE countries in the context of EU integration. Study results were aprobated at the state level, at international scientific and practical conferences. Results were used in the preparation of 4 scientific and analytical advocacy sheets and materials for the report, which were sent to the Administration of the President of Ukraine, the Cabinet of Ministers of Ukraine, the Ministry of Social Policy, Verkhovna Rada, the State Service of Ukraine for Regulatory Policy and Entrepreneurship Development. Three positive feedback letters were received, which demonstrate practical usage of results in the work of bodies mentioned above.
