Research is devoted to development of a new direction of scientific research of intellectual capital economy, which became one of the components of human capital theories. The concept of intellectual capital was introduced in the 60th years of the 20th century in western economic literature. The emergence of this category is caused by the development of modern science which began to focus on the study of human problems and understanding of the fact that the most effective way to achieve economic growth is the development of highly qualified personnel. An individual was recognized to be the most valuable resource which is a generator of ideas, catalyst for economic growth and competitiveness.
