The structure of energy consumption in the sectors of the economy of Ukraine shows that about 40% of boiler and furnace fuel, primarily natural gas, is directed to the heat, and it is here that the main energy saving potential is concentrated. Heating industry is under multidirectional influence of technological, energy, social and even political factors and risks. The problem of heat consumer and heat producer, as well as problems of state and local authorities concentrated here. In this project highlights the current state of domestic heating systems - their technical condition, provision of heating of the population and budgetary institutions of Ukraine, the structure of the fuel and energy base, the impact of the energy sector on the environment. The dynamics and forecasting enlarged pattern of consumption of thermal energy in 2030. The main priorities and targets of the heating sector are specified. Reliability heating described in a broader definition of the term, namely the reliability of multifactor infrastructure system (not only as a technological system), which is closely related to the survival of the population, fuel and energy sector and the economy of the country. Emphasized that the identification of promising technologies and measures to modernize the heating systems should take into account the fact that the world has entered the era of innovation processes - the creation of equipment and technical systems with the use of high technology, developed on the basis of fundamental and applied research. The project presents the promising energy technologies and activities in the field of thermal generation, expansion of the fuel and energy base, energy-efficient engineering technologies of energy supply buildings. Presents forecast data on the composition and volume of primary energy needs for heating various sectors of housing and communal services for 2030, as well as the use of technologies: - biomass for heating needs (including identifying existing barriers to the development of bioenergy technologies in Ukraine); - waste secondary energy for the needs of power system (including use of the potential of ferrous metallurgy), waste heat of compressor stations of Ukrainian gas transportation system and other branches of industry; - environmental heat for developed for this purpose new buildings energy technologies (heat pumps and so on). Illuminated state technical policy in the field of heating (conceptual approaches to modernizing of heating systems settlements of Ukraine, forward-looking activities to modernize the heating sector, thermal modernization of existing housing stock, etc.). Estimation of influence the sphere of heating supplies to the environment is made. Presented in this report materials, in our opinion, may be the basis for development at the level of the central executive authorities, namely the Ministry of Regional Policy, Construction and Housing and Communal Services of Ukraine, an official document - "National Strategy for heating supplies of settlements in Ukraine", discussion and further consideration and approval materials with the Cabinet of Ministers of Ukraine. The necessity and urgency of this strategy will help the exit from the chronical crisis of the sphere of heating supplies and on the national levels will enhance the energy security of Ukraine on the principles of sustainable development.
