The object of research is the process of formation and development of the national innovation system. Purpose is to develop theoretical and methodological foundations of modernization of the national innovation system of Ukraine in terms of civilizational transformation that solves actual scientific problem of increasing the efficiency of state management of innovation processes and intensification of innovation. Methodical base for the study were dialectical method of scientific knowledge, the methods of theoretical generalization, scientific induction and deduction, synthesis, abstraction, simulation, methods of system, structural, historical, comparative, statistical and mathematical analysis, graphical method, sociological method etc. Used a new method of research of innovative systems that combine introspection, ekstrospektion, monospektion and polispektion and new method to assess the impact of the civilizational determinants on the features of development of economic systems. Basic theoretical and practical results: - the influence of civilization determinants on the level of competitiveness of the national economy and the features of development of national innovation systems in the context of globalization is substantiated; - the scientific and methodical approach to determine the effect of civilization grounds on the parameters of national economies is proposed; - the expediency and necessity of isolation the innovative systems of macro-level as an independent direction of innovation theory paradigm is proved; the attributes of innovative systems of macro-level are established, the similarities and differences of innovative systems of macro-level are substantiated; - the methodological principles of study of the formation and development of innovative systems that include theoretical and methodological concepts are substantiated; - the features of the EU model of innovative system are determined; - the methodology of implementation of the world experience of development of innovative systems in the national economy is developed; - the cumulative model of stimulating the scientific and technical cooperation between Ukraine and the EU is proposed; the scenarios of deepening the scientific and technical cooperation and demands of inclusion of Ukraine into the European space is developed; the necessity of stimulation of scientific and technical cooperation between Ukraine and the EU is substantiated; - the influence of EU innovation policy in the EU labor market and a relationship between the parameters of innovation are proved; - a mechanism of deepening of scientific and technical cooperation between Ukraine and the EU is developed; recommendations for effective implementation of the cumulative model are developed; - the necessity of creation of sectoral and regional information platforms is substantiated; - the strategic directions for improving the efficiency of the national innovation system are proposed; - the innovative-emergent paradigm of small business development is substantiated; - the expediency of creating the innovation system in the small business sector is substantiated and the grounds of its creation are developed; the models of stimulation of innovation activity of small businesses are developed and complemented by proposals for directions of support the new types of innovation. The novelty of the scientific results: The research allowed to substantiate the methodological basis of the study of the formation and development of international innovative systems that include theoretical and methodological concepts regarding: objectives, principles (wide and specific); models and stages of formation, and assess the effectiveness with the separation of primary and secondary effects. The scientific and methodological principles of identifying the level of openness of the national innovative system was improved. This principles, unlike the existing ones, provide for a ratio between convergent and divergent paths of development. According to the results of research conceptual framework and mechanism for deepening the international scientific and technical cooperation between Ukraine and EU are proposed and cumulative model of its promotion is substantiated. Performing of research allowed to develop new conceptual approaches to improving innovation policy of Ukraine through the development implicative adaptive model which provides the use of the EU experience in supporting of innovation. Unlike existing approaches proposed model predicts: borrowings the ideology of social character of innovation policy based on implication; development of legislative support state innovation policy of Ukraine; the development the program of modernization of the state innovation policy aimed at increasing its effectiveness; modification of the support system for innovation. According to the research results the grounds of the creation of innovative systems in the small business sector are proposed. Small business sectoral innovation system formed on the basis of the national innovation system and thus, with specific institutions, integrated with other types of innovation (regional, sectoral, technological). The results of the research used in the creation of programs of disciplines (modules) "European integration", "Economic globalization and international innovation process", "Investment and innovation policy of the EU", "International economic activity of Ukraine" and the corresponding electronic lectures for students of economic specialties. The use of research results: The practical significance of the research results is that the theoretical and methodological provisions, conclusions and recommendations can be used in the modernization of state innovative system of Ukraine and become the scientific basis for the deepening of scientific and technical cooperation between Ukraine and the EU, developing innovative activities of small and medium business.
