Purpose is to substantiate the theoretical, methodological and methodical bases of functioning of the financial mechanism for implementing the financial policy of Ukraine. Methods of study are abstraction, systematic approach, analysis and synthesis, economic and mathematical modelling. The study finds that the most important components of the financial mechanism are budgetary, tax, investment mechanisms, and the mechanism for functioning of the financial market; it is proved that in the conditions of uncertainty of socio-economic development and the crisis in the structure of the financial mechanism the instruments of budgetary, fiscal, monetary and credit directivity are the most important; it is shown that efficiency and rationality of financial policy determine par excellence the level of financial security of the state, business entities and households. The theoretical, methodological and methodical principles of construction and operation of the financial mechanism for implementing the financial policy of Ukraine have been grounded. For the first time, the hypothesis about synergistic nature of self-organization of budgetary relations in the period of the financial and economic crisis has been confirmed; the definition of such a notion as "the investment policy in the field of education" has been substantiated; the organizational and economic mechanism for formation and implementation of investment policy in the field of education has been developed; the theoretical foundation of performative nature of the activity of credit rating agencies as a socio-economic phenomenon from the standpoint of the model "Les economies de la grandeur" within the frames of sociological neoinstitutionalism has been formed. The results of the study have been effectively implemented in the educational process of Oles Honchar Dnipropetrovsk National University (the act of implementation 3.11.2015), and in the practical activity of the financial department of the Industrial District Council of Dnipropetrovsk (the act of implementation 11.9.2015 № 462), public joint-stock company "DTEK Pavlogradvugillya" (the certificate 01.20.2014 p. № 1/178), LLC "Pavlograd factory of processing equipment" (the certificate of 1.20.2014 p. № 28/15).
